Co-Creation in Environmental Public Governance: The Case of the National Agreement on Forests

Abstract

The article investigates co-creation as a principle of environmental public governance using the National Agreement on Forests in Lithuania as a case study. It analyses how different stakeholder groups participate in the process, what governance innovations emerge and which barriers limit meaningful co-creation.
